Fort KnoX, That is an American Naval Vessel, Morocco did lease it for a time.

You can read EDA facts for more information:

An EDA (code 516) is a permission to make an offer:

Quote:
Section 516 authorizes the President to transfer excess defense articles on a grant basis to countries which the State Department defines as eligible.


After the authorization, the item may be offered: not always for free, and it does not mean it was actually sold, leased o delivered. The receiver still may reject it:

An offer of EDA does not necessarily mean that the articles will be transferred. The articles' delivery may be delayed, or recipient countries may turn down EDA offers. All figures are in U.S. dollars.


Actually, the list of this link (only Latin American countries) includes a lot of items which were offered but not accepted by the recipient countries.

A lot of our equipment is American, afterall, we got most of our equipment on the house. F-5s, OV-8, C-130s, CH-47s, UH-1s etc were all American & practically free. The Armed forces of course depended on French equipment, Mirage F-1, Alpha jet, Super Puma, Puma, & other choppers but this influx sometimes resulted in some inconsistancies.

I believe that the next stage of arms procurements should focus on standardisation regardless of the source. I would also look seriously at Russian & Chinese equipment as opposed to merely acquiring Western hardware.
