City management procedures
Each city will be assigned a "city manager", chosen from the IC.

Each building will still have an IC member responsible for that particular building to junk, sell, and make sure that maintenance is payed. That person will be assisted and trained (if needed) by the city manager.

City managers "main" character will be friended to all assets within his/her city.

Each city manager will be responsible for making sure that their ToL is financially sound for maintenace.

Each city manager (besides AP) will create an alt character that will join the IC for that particular city, therefore gaining tree access.

As excess $ is generated, it will be placed on the bank building in that town for pick-up by guild leaders.

Guild leaders will have access to all assets in all cities.
