If Morocco were to initiate a fighter project I would want to keep it a simple Arab fighter aimed more at developing our own research capabilities in fighter development & to recover what Egypt forsoke under the HA-300 programme. I would invite, Egypt, Syria, Jordan, Yemen, Lebanon, & even consult Iran about joining the project.
Funding alloted would be $1.5 billion & expertise from all countries will be sought at various levels of development based on how many are acquired.
From the top, the aircraft would be:
-Based on the F-5E/F
-Refitted for RD-93 (to replace the two J-85 turbojets)
-Enlarged structure
-Composite materials (developed in Iran)
-Fuselage to incorporate sharper LEREX
-Less 'waisted' re-design of wings
-Re-designed nose to accomedate Russian radar & weapons systems
-Re-designed wing for nine hardpoints

Unit could would be projected at less than $10 million per plane & the know-how & expertise will eventually be used to purchase more advanced fighter types from Russia & to build them under license as well.

Pakistan (possible but busy with the similar performance JF-17 fighter/bomber)
Bangladesh (Needs a plan to replace F-7MB, A-5B & F-6B)
Sudan (needs a new fighter, something simple & cheap)
Other Arab countries possible (& may want to join)
